This recipe comes from the book The Home Brewer's Guide to Vintage Beer. The original mash schedule for this was a 3 step mash at different temperatures. The recipe in the book also says 5 oz of Kent Goldings for 90 minutes and another 5 oz of Kent Goldings for 60 minutes. I don't know how that would come out to only around 70 IBUs, though. Even the amount I put comes out a bit high according to IBU calculators.
